Dr Anna Li is a Postdoctoral Fellow at the Public Service Research Group (PSRG), School of Business, University of New South Wales (UNSW) Canberra. She has covered a variety of research roles in the higher education sector, both in mainland China, Hong Kong, and in Australia, with a particular emphasis on exploring how the non-state sector can contribute to the development of policy implementation, and how different agents/sectors can collaborate to strengthen the efficiency and effectiveness of public service in complex systems. Her prior research has focused on regulation and contextual complexity in social welfare delivery, and the development of the third sector in Greater China. She currently examines inter-organisational relationships in policy implementation, and widely engages in collaboration with scholars on projects relating to public sector innovation in Australia and China.

Anna holds a PhD and MA in Public Policy from the City University of Hong Kong, and a Bachelor's degree in Management from the Renmin University of China. Before joining UNSW Canberra, she worked as a Postdoctoral Fellow and Project Coordinator for the City University of Hong Kong.
