Dr Shona Bates

My Expertise

My expertise is in how human services are organised, particularly how services are outsourced or commissioned by public sector organisations, and how different people experience those services. I use qualitative methods to research and evaluate the implementation of a broad range of social and environmental policies and programs - including primary health - to identify how the way services are organised affects their outcomes for different people. My research is informed by transaction cost economics and management control theories. I am currently working on a number of commissioned studies covering a wide range of social issues and social identities, and developing our understanding about different ways governments may respond.
