Harry is an experienced constitutional and human rights lawyer working at the forefront of academic research and legal and policy debate on Indigenous-State treaty making. He holds an Australian Research Council Discovery Early Career Research Fellowship where he is investigating treaty settlements in Aotearoa New Zealand and modern treaty making processes in Canada to identify lessons for Indigenous-State treaty making across Australia.

Alongside this work, Harry is examining the growth of sovereign citizens and pseudolaw adherents in Australia and their impact on the administration of justice. He has led an empirical study into the phenomenon in South Australia and regularly discusses this work with judicial officers and the media. The first edited book on this phenomenon, Pseudolaw and Sovereign Citizens will be out in 2025 with Hart Publishing.
