My Expertise
My expertise is in how services are organised and how different cohorts experience those services. I use qualitative methods to research and evaluate a broad range of policies and programs to identify how the way services are organised affects their outcomes, and how different people experience those services. My research is informed by a range of theories, including transaction cost economics. In addition to contributing to the broad research program at the International Centre for Future Health Systems, I am also working with colleagues from across the university on commissioned studies, covering a range of public administration and health issues, to develop our understanding about different ways governments can provide effective and efficient services.

Biography
Shona joined the International Centre for Future Health Systems in June 2024 as a Post-doc Fellow. Prior to joining ICFHS, Shona spent 12 years working at the Social Policy Research Centre (SPRC) at UNSW as a researcher and project manager. Shona joined the International Centre for Future Health Systems in June 2024 as a Post-doc Fellow. Prior to joining ICFHS, Shona spent 12 years working at the Social Policy Research Centre (SPRC) at UNSW as a researcher and project manager. During this time, Shona delivered a range of complex short and long-term research projects and evaluations for service providers, advocacy organisations, state and federal government agencies, as well as international funders.
Shona has over 25 years’ experience in policy and program analysis, project management, stakeholder engagement, partnership management, quality assurance and risk management, reporting and communication. Prior to joining UNSW, Shona worked for a number of government organisations in both Australia and England, as well as working for the financing arm of the European Institutions (European Investment Bank) in Luxembourg developing and implementing both environmental and social policy.
